Earl Capps must be a glutton for punishment. He has publicly announced that it is his employer that will be expanding I-26 between Ashley Phosphate and 526:
For those of you who don’t know, I’m responsible for public and media relations for my company’s highway construction projects. That includes designing and updating project websites, organizing community meetings, liaisons with community leaders, sending out media releases about lane closures, responding to public inquiries, and all sorts of other stuff.
For the general public it often seems there is nothing quite so fun as misplacing blame; it will be amusing to hear every traffic woe laid at his feet until the work has been completed. Earl, I wish you much luck and lots of patience with the project.
